Is the Vortex Razor LPVO worth the money?

It is genuinely a different tier. The Razor Gen III 1-10x has a truly daylight-bright dot at 1x — bright enough to run like a red dot with both eyes open — plus reference-grade glass and a real 10x top end. A Strike Eagle gives you most of the function for a fraction of the price, but not that daylight-bright illumination or clarity. If you are a serious user who wants one optic to do everything to the highest standard, the Razor is worth it; if budget matters, the Strike Eagle is the smart buy.
